The former Diamondhead city councilman accused of inappropriately touching a minor has pleaded guilty to two charges.
36-year-old Alan Moran pleaded guilty to solicitation/exploitation of a minor and to contributing to the delinquency of a minor in court on Wednesday following an incident with a 17-year-old boy.
The minor was said to have been hired as a trainee for Moran’s mosquito company before telling his parents he felt uncomfortable while the two were traveling together for work on February 14, 2022.
According to police reports, Moran told the teen to “play” with a sex toy and lubrication during the car ride, as well as attempted to touch his inner thigh and genitalia. Moran was also accused of buying alcohol for the minor at Keith’s gas station near Kiln Delisle Road.
The teen notified his parents and two friends about Moran’s behavior shortly after, with the Ward 2 councilman pulling over at Dolly’s gas station for the minor’s parents to pick him up.
Moran then allegedly ran into a nearby wooded area and discarded a second cell phone before being detained by the minor’s parents.
Upon his arrest, Moran was charged with simple assault and contributing to the delinquency of a minor before additional charges were added for touching a child for lustful purposes, exploitation of a child, and dissemination of sexually oriented material to persons under 18 years of age.
Moran has since pleaded guilty to only two of four charges despite the grand jury originally indicting him for touching a child for lustful purposes, disseminating sexually explicit material to a minor, solicitation/exploitation of a minor, and contributing to the delinquency of a minor.
He is scheduled to be sentenced on Friday, February 16.
